Summary:
The Project Management Specialist-Economist works throughout Sudan in targeted areas under the humanitarian portfolio, primarily, but not exclusively, in Darfur, Central and East Sudan and Three Areas, provides technical oversight and guidance on USAID strategies, programs, and activities that advance economic growth, food security and social protection goals and objectives. The incumbent represents USAID and liaises with senior leadership of the Government of Sudan, major donors and partners.

Duties
I. Activity Management (55%)
Leads the design, implementation, and performance management of an evolving and dynamic portfolio of economic growth, food security and resilience activities. Works in close coordination with the Bureau for Humanitarian Assistance (BRA) Country Backstop Officer in USAID/Washington to provide strategic management and oversight of all activities in his/her portfolio. Monitors and reports on implementation of ongoing programs. Conducts regular site visits to review activity implementation. Coordinates with the BHA Office to ensure effective oversight of activities. Based on the information collected during field visits, communicates findings and recommendations to BRA management, BHA/W, and, as appropriate, to partners and GOS counterparts. Recommends adjustments and improvements in USAID activities to promote efficiency, effectiveness, and cost savings. Ensures that partners are in compliance with all relevant USAID regulations, policies, and procedures. Applies specific and in-depth knowledge of applicable USG laws, legislative directives, and regulations, particularly regarding the allowable use of BHA resources. Ensures commodities and cash resources are properly and effectively utilized as approved in program documents and that resources are distributed to the intended beneficiaries. Monitors resource utilization, pipelines, and dispatch and distribution status of activities. Coordinates and plans with other Mission programming, on the development side, to improve resilience to disasters, address root causes of resilience vulnerabilities, alternative livelihoods, and natural resource management in an integrated and multi-sector approach. Manages annual work planning and performance reporting processes. Arranges and participates in activity and program evaluations. Reviews performance reports to ensure that Implementing Partners are in compliance with the performance expectations outlined in their work plans and, in their contract, (s) agreement (s) and host-government agreements.

II. Multi-Stakeholder Engagement and Representation (25%)
Liaises regularly with GOS officials, major donors, the World Bank, the International Monetary Fund and other partners on issues impacting the economic resiliency of chronically food insecure populations. Establishes and maintains effective partnerships with senior Government of Sudan counterparts in relevant ministries, donors, and other stakeholders to ensure coordination of activities, support best practices, and jointly achieve economic resilience and food security objectives. Serves as a technical expert and member for relevant GOS and donor coordination fora, including the Sudan Humanitarian Partners Team and other Technical Committees. Represents USAID at these forums to provide technical insights and promote integration of food assistance with other programs and sectors. Builds and develops cross-office and cross-sector partnerships within the USAID Mission. Works with other parts of USAID and the U.S. government to promote integration of food assistance with other programs and priorities. Represents the BHA Office and its priorities in joint initiatives to support the achievement of food security and economic resiliency objectives. Prepares and delivers presentations to government officials and various stakeholders on USAID’s food assistance programs and activities at local, regional and international workshops and conferences. Maintains close working relations with relevant USAID Offices in Washington including the Bureau for Resilience and Food Security (RPS) Country Backstop Officers.

III. Strategic and Technical Leadership (20%)
Serves as a technical advisor on strategies, activities, and approaches to help households, communities, systems, and institutions address the root causes of economic resilience vulnerabilities, food insecurity, and malnutrition. Guides strategic and technical decision making on best use of BHA resources, with a focus on chronically food and economically insecure populations. Provides expert strategic guidance on best practices and approaches to a) increased capabilities, assets and activities to create and maintain a livelihood and improved nutrition; b) increases and diversifies household income; c) provides opportunities for microfinance and savings; d) builds resilience and reduce vulnerability to shocks and stresses; and e) implements and refines social protection programs to achieve any of the results listed above. Supports Mission-driven processes related to strategy, project, and activity design and implementation as they relate to food insecurity. Drafts high-quality technical reports and analyses on food insecurity, social protection, and resilience and the general economic situation in the country and how it impacts household and country level food security. Stays abreast of GOS and donor priorities in these areas.

Qualifications:
Experience: A minimum of five years of relevant, progressively responsible and professional work experience in applied research, extension, nutrition education, agribusiness, environment, or economic development including experience in the management, analysis, and interpretation of data, and presentation of findings is required. Must have demonstrated experience working collaboratively with public institutions and the private sector is required. Substantive experience with program/project development, management and program monitoring, preferably for an international organization is required. Experience with pastoralist systems and/or dry land development or closely related issues is essential. Experience working with or liaising with the Government of Sudan is required.
Job Knowledge: The incumbent must have strong knowledge of food security, economic growth, and vulnerability factors in Sudan. S/he must have specialized knowledge and demonstrated expertise in economic growth with vulnerable populations, emergency or nonemergency food assistance programs (including nutrition), social protection or resilience program management as well as a proven ability to work effectively with high-level personnel from government, donors, implementing partners and other development organizations is required. S/he should have an understanding of Sudan-specific processes, programs and strategies relevant to his/her portfolio. The position also requires direct experience with the Government of Sudan (GOS) and an expert knowledge and understanding of the different branches in the GOS in order to enhance effective communication and to develop consensus on program/project strategy and implementation, which is critical for policy reform within the context of economic resiliency and food assistance. S/he requires a high degree of political savvy to effectively coordinate policy reforms across the portfolio and a broad knowledge of the GOS economic growth, resiliency, and food security programming in various ministries, institutions, and agencies.

Skills: This position requires superb communication skills and an ability to exercise sound and independent judgment, discretion and patience on a daily basis. This position requires flexibility and the ability to accept and react to changing policy direction with sound analyses, professionalism and poise. More specifically, the incumbent is required to: identify issues and proactively seek solutions to complex problems; conduct research, including evaluating and integrating information from multiple sources, in order to assess the impact of potential activities on food security; and work under extreme pressure. This position requires very good diplomatic and interpersonal skills to effectively manage relationships, facilitate negotiations and play a technical advisory role on economic growth, resilience, food security, and social protection. S/he must have negotiation skills and must demonstrate the ability to discuss difficult topics while maintaining and strengthening positive working relationships with the counterparts.
