Duties
This is a non-supervisory position in the Financial Management Office. The incumbent serves as a voucher examiner responsible for the preparation, review, and verification of claims for payment of goods and services provided by employees and vendors. The incumbent’s daily duty is to administer, and perform work consisting of the examination for accuracy, legality, compliance with regulations, and justification of vouchers, invoices, claims, and other requests for payment. The incumbent acts as the main point of contact for PSU payment issues and counterparts in CGFS Charleston regarding all vouchers processed at Embassy Khartoum including CitiBank procurement card payments. Provides expert advice on USG disbursement process and takes an active role in assuming that claims submitted are in settlement of legitimate obligations incurred in compliance with USG standard regulations.
Incumbent acts as post’s Alternate cashier to the Principal Class B cashier, providing a full range of cashiering International Cooperative Administrative Support Services (ICASS) and cash management services including payments processing, collection, and accommodation exchange, reconciling financial transactions, and serving as the Representative of the US Disbursing Officer to the three agencies represented at Embassy Khartoum.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Three (3) years of progressive experience in the field of allotment accounting, general accounting, or bookkeeping, auditing, or related accounting work is required.
Job Knowledge:
Must have an intermediate understanding of host country laws and regulations, as they have an impact on Embassy financial operations including taxes, insurance, contracts, leasing, and other financial transactions and instruments produced by the Mission and under incumbent’s administrative responsibilities.
Education Requirements:
Two (2) years of university level studies is required.
Evaluations:
LANGUAGE:
English: Level III (Good Working Knowledge, speaking, reading and writing) is required. (This may be tested)
Arabic: Level IV (Fluent, speaking, reading and writing) is required. (This may be tested)
SKILLS AND ABILITIES:
- Strong computation, analytical and organizational skills are required along with excellent oral and written communication skills.
- Proficiency in Microsoft Office applications, such as Excel and Word, and ability to effectively manage technical applications relating to finance. (This may be tested)
- Good Keyboard skills required. (This may be tested)
