Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states. 

How can you make a difference?

The ECD consultancy aims to achieve the following objectives:

1. Develop a comprehensive ECD Situation Analysis in line with the new guidance on New Generation Situation Analysis and based on a desk review of:

1. Existing and available policies, strategies, frameworks, and programmatic documents on ECD in Sudan
2. Existing relevant ECD programmes, services and stakeholders in Sudan with identification of gaps and opportunities
3. Relevant UNICEF global and regional strategies and programmatic documents.

2. Guide the establishment and strengthening of a multi-sectoral ECD coordination mechanism that will support the development and implementation of the ECD program.

3. Lead on developing the ECD program theory of change and integrated multisectoral ECD action plan, including an M&E Framework and costing, in coherence with the global ECD Programme guidance and Nurturing Care Framework.

4. Provide recommendations on how to strengthen the application of ECD-related interventions within the available health and nutrition platforms including wasting treatment and prevention services with a focus on IYCF and growth monitoring interventions and develop related operational guidelines.

5. Develop specific training content based on the identified country needs and by combining both the care for child development and caring for caregivers’ packages.

6. Strengthen capacities of UNICEF health and nutrition staff and government at national and sub-national levels to enable them to scale-up up the ECD-related interventions.

7. Develop an article that documents the Sudan country office experience in ECD programming to date.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in in health, nutrition, public Health, or social studies/policies development.
• A minimum of 8 years of relevant professional experience in the field of early childhood development (ECD) in multi-sectoral context and in health and nutrition interventions in particular.
• Extensive knowledge and understanding of Early childhood development (ECD) & experienced in developing its related strategies, guidelines & frameworks.

• Willingness and capacity to be flexible and accommodating when faced with difficult working conditions.
• Experience working within the humanitarian and development contexts
• Established excellence in written communication, including the preparation of easy to understand capacity building materials.
• Fluency in written and spoken English and Ability to ensure effective communication, (Fluency in Arabic language is an asset).
