General Description of the Programme:

GOAL has had a long and successful history of humanitarian operations in Sudan since 1984.  Currently, GOAL has well-established programmes across two locations: North Darfur and South Kordofan and the head office is located in Khartoum. The main donors for the programme include USAID/OFDA, SHF, ECHO and Irish Aid.

The current programme focuses on four main sectors:  primary health care, nutrition, water & sanitation and hygiene promotion (WASH), and women’s literature and empowerment (REFLECT).  All interventions are carried out in coordination with the local authorities and line Ministries as well as with local partners as appropriate.

Generic

Working in a challenging and dynamic environment, the finance manager is responsible to work as a team with the existing staff to assist on the internal control systems, management of funds, and reporting requirements (both internal and external) of the organization, Assist the field team

In particular, the successful candidate will be 60% travelling to the field for capacity building, to cover the field finance when there is a staffing gap in the field.

Responsibilities:

  • 30% Visit field offices regularly to ensure field staff are complying with all GOAL procedures and Provide finance cover and training to field sites as required
  • Manage/supervise and work closely with financial administrative staff and build the capacity of local finance and programme staff in financial issues
  • Ensure internal controls are reviewed and maintained according to GOAL guidelines
  • Responsibility for payroll and ensuring local compliance with the employee tax deductions, that all relevant statutory deductions are made from the employees’ salaries and paid out to the appropriate authorities
  • Assist FC/AFC in the preparation of monthly management accounts including supporting schedules pack for approval by Country Director for submission to Dublin
  • To participate and contribute to the Grant Management Meetings as required in line with the Grant Management Guidelines.
  • Finance filing and archiving to be organised for ease of access and identification for donors, annual external, internal and revenue audits.
  • Together with the logistic team ensure maintenance and accuracy of the Fixed Asset Register (FAR) – quarterly updates submitted to the FC.  Ensure donor-funded assets & equipment as listed on the financial transaction list match the FAR and assign a finance staff to liaise with Logistics monthly to update grant award details and finance payment references.
  • Responsibility for payroll and ensuring local compliance with the employee tax deductions, that all relevant statutory deductions are made from the employee’s salaries and paid out to the appropriate authorities
  • Facilitate daily cash management (payment requests and recording in the cash book).
  • To perform daily, weekly and monthly cash count and reconcile to cashbook. Verify cash count on a weekly basis and at the end of the month.
  • Check and sign Payment Requisition Forms and Cheque Request Forms. This includes checking signatures & approval, calculations, description of purchase, payee etc. Ensure the requester has indicated which budget to charge for the purchase, and the correct full budget codes are included on the forms. Ensure adequate support documents are attached including proper invoice and any necessary procurement forms (ie, OQRF, Purchase Order or Contract, Goods Delivery Note etc)
  • To ensure that Donor Compliance is being adhered to.
  • Any other tasks required by the Financial controller /Area Coordinator.

General Responsibilities:

  • To keep the Finance controller up to date on all activities and any difficulties that may arise.
  • To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
  • Perform any other duties as instructed by Finance Controller or Country Director.

Essential Qualities:

  • Good organizational and planning/prioritising skills.
  • Ability to work as a team member and individually.
  • Work experience in a busy, changing environment
  • Computer skills including Excel, Word, accounting software SAGE and Outlook
  • Excellent written and spoken English and interpersonal skills.
  • Commitment to the achievement of GOAL’s programme aims

Requirements:

  • University degree qualification in Accounting and/or Finance related subjects
  • Minimum five years post qualified experience.
  • Experience in GOAL or a similar NGO as a Finance Manager is preferable, especially experience with institutional donors. E.g. IA, OFDA, ECHO, DfID
  • Work experience in a busy, changing environment
  • Good team player, flexible and capable of working with a multinational country team
