International Medical Corps focuses on health services support, including primary and secondary healthcare, prevention and treatment of infectious diseases, supplemental food for malnourished children, clean water and hygiene education, mental health and psychosocial care, women’s and children’s health (including assistance for survivors of gender-based violence), and emergency response and preparedness.

Job Purpose

The main role of the Field Coordinator (FC) is to build a strong team by ensuring the integration of all sectors and projects (Health, Nutrition, MHPSS, and WASH) into a single multisector program with a harmonized M&E system. 

S/he is responsible for the overall management of the operational aspects in support of the program team. S/He will be providing operational oversight for the logistics, Security, administrative, and finance team. The FC will also work with the program and technical team to ensure proper planning and implementation of activities as per work plans and expenditure pipelines. S/He will make the International Medical Corps’ procedures respected by the field teams. 

The FC will report to the Area field coordinator and maintain an open line of communication with the Country Security Manager especially for security matters and with the Program Managers and Medical Director for technical public health aspects.

Key Technical Responsibilities for this position

Program Management

  • Responsible for Oversight of the implementation of the program(s); day-to day coordination of program, logistics, finance, security, and administration functions. increase program efficiency
  • Responsible for coordinating and monitoring all IMC projects, ensuring appropriate project management tools are developed and updated in accordance with the guidance and direction provided by the project managers. 
  • Responsible for Overseeing program spending per budget allocations to the state and leads the state level pipeline meeting and provided feedback for the budget holders.
  • Responsible for logistics support required for the implementation of programs.
  • Responsible for conducting regular situational analysis- anticipates changing humanitarian needs and emergencies and consistently looks at information and issues that give an opportunity for program development.
  • Responsible facilitating field level grant opening, review, and closeout meetings in collaboration with the program managers ensures adequate documentation of lessons learned for each project.
  • Coordinate the development of site-specific work plans with reference to the grant documents. 
  • Coordinates grant implementation on-site to ensure proposed and set targets are realized. Identifies any impediments to the realization of targets and proposes amendments or measures to correct the situation.
  • Coordinates the development of concept notes for new proposed activities/ grants 

Staff Management: 

  • Responsible for the day-to-day supervision and oversight of IMC operational staff in Madani. Support program, logistics, admin, and finance staff in their work, by joint planning, information exchange and brainstorming.
  • Responsible for supervision of the Human Resource officer- ensure all laid down IMC policies and procedures and followed. Conducts regular supervision using the HR compliance checklist
  • Responsible for ensuring all new staff were well inducted and had all the information required to enable them to perform -ensures each staff has a job description, and performance objective against which individual staff will be performed managed, provided regular feedback to staff on his/her performance.
  • Responsible for the follow of whether the staff annual leave plans and updated staff annual leave balance are prepared on time. 
  • Responsible for the follow-up that Annual staff performance reviews are compiled/completed and submitted on time.
  • Responsible for follow-up schedule of the recruitment process, staff contract renewal or termination based on grant cycles.
  • Follow up with local authorities (HAC, Labor office, and local court) on all staff related and litigations

Budget & Finance 

  • Prepares and submit monthly cash projection based on approved work plans and budget allocated by the project managers.
  • Review cash payment voucher/ follow-up for approval as per approval matrix
  • Follow up with the Finance Officer that the daily cash balance is submitted to Khartoum on time. 
  • Responsible for Conducting surprise cash count.
  • Follow-up weekly/ monthly cash transaction journals are submitted on time to the Khartoum Office. 

Reporting: 

  • Submit a weekly field report – that includes the program, and operational and security updates. 
  • Facilitate and assure accurate and well-documented reporting internally to SMT. 
  • Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations. 

Security 

  • Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations.
  • Serve as security focal person for the site.
  • Responsible for attending regular security coordination meetings and providing regular updates to Area Field Coordinator, Country Security Manager, and Country Director.
  • Liaison with local authority/community and staff on security matters to ensure safe program operations. This includes securing prior approval for movements in the field at all times
  • Submit weekly security updates to the security manager
  • Assists the Security Manager to review site security guideline/SOP based on existing realities

Representation and outreach 

  • Responsible for representation – with the UN, INGOs, local authorities, civil society, and community groups field-level donor meetings.  Ensure the technical leads, participate in all WASH health and nutrition-related coordination meetings and provides regular update. Follow-up and coordinate with the Area Coordinator and department heads to ensure that our messages to all actors in consistent and the quality of representation of the highest possible standards. 
  • Work closely with the local government units and ensure smooth communication about our interventions. 
  • Coordinates ongoing and planned program implementation/expansion with respective line ministries authorities and communities.

Program development 

  • With the team, identify program development opportunities and contribute to the design of the new program concepts and support of IMC program development. 

Stakeholder Mapping

Responsible for searching and recording humanitarian activities and local authority activities, by sector and by area – to identify program gaps and to strengthen coordination of activities and general relationships with other organizations.

Qualification and Experience:

  • Bachelor’s degree in public health, International Development, and/or in a relevant field of study. 
  • Donor experience, specifically with BHA, ECHO, UNICEF, and WFP. 
  • Minimum of 5 years of work experience in an international humanitarian organization working in an emergency response or transition/development setting. 
  • Sound understanding of developing emergency response strategies and plans and how they transition into longer-term programming. 
  • Good understanding of health and development concepts in Madani and Bahri localities. 
  • Good analytical skills
  • Proven management capacity and motivation of teams and capacity building
  • Good organizational skills, anticipation, and taking initiatives
  • Commitment to humanitarian principles
  • Ability to work in unstable environments with basic living conditions. 
  • Knowledge of surveys i.e., SMART, coverage is an added advantage
