POSITION OVERVIEW

The Monitoring & Evaluation (M&E) Officer will coordinate MedGlobal monitoring & evaluation processes and data, ensuring this provides an accurate picture of MedGlobal outcomes and impact, and ensuring that data is collected and made available in a timely and accurate fashion as required by the M&E Manager in the HQ and other key internal stakeholders including the Country Representative.

JOB RESPONSIBILITIES

  • Develop and integrate program level M&E systems and effectively manage such systems for Sudan, with their line manager’s guidance.
  • Work closely with Country Representative and the M&E Manager in the HQ to ensure timely and accurate execution of all required M&E processes, including quarterly reporting, completion of funder reports and other non-quarterly requirements which may form part of MedGlobal standard M&E processes.
  • Manage the collection of relevant program data and information for monitoring and evaluation, working with other MedGlobal staff, partner organizations and local stakeholders to ensure the required data is collected on time and to a high standard.
  • Coordinate the collation of narrative information and M&E data for reports and to assist applications; plan for report deadlines, communicate these to the country team and will collate draft information, coordinating with the Partnership.
  • Collect data to demonstrate progress against Plan targets and funder indicators, including indirect beneficiaries and finance mobilized. Use these indicators to assess of progress against deliverables specified in contracts and log frames
  • Support planning, implementation, and follow-up of evaluations, for instance writing Terms of Reference(s) (TORs), preparing literature review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, and leading report reviews.
  • Undertake visits to the field throughout the project, as needed to support data collection or verify data quality; this includes the Data Quality Assurance (DQA).

2. Data collection and quality control

  1. Follow clinical databases and Kobo toolbox and prepare records accordingly.
  2. Validate through observation and field visits information received from the team and partners to ensure high levels of accuracy and clarity in data collection.
  3. Work out a detailed plan with effective follow up to prevent deviations in terms of data quality and schedule.
  4. Ensuring the Government, donors and partners daily, monthly, quarterly and yearly report.

3. Process monitoring and data analysis

  1. Undertake M&E data computation and analysis to support program requirements and needs.
  2. Support the development of frameworks, plans, log frames and other M&E documents supporting the project management cycle.
  3. Assist in monitoring program activities, and to assess whether outputs and outcomes are meeting targets. This will require assessment of progress against deliverables specified in contracts and log frames.
  4. Use data sources (quantitative and qualitative) to assess project progress and support optimization of program delivery, in conjunction with line manager.

4. Team knowledge and capacity development

  1. Act as M&E knowledge person in the Sudan team, available to respond to colleagues’ queries about M&E processes and requirements, including quarterly reporting requirements and the data visualization platform.
  2. Champion new M&E developments to the country teams to encourage uptake and usage of new resources/tools.
  3. The M&E Officer will conduct focused training on systems developed for the program and workshop participants as and when necessary to ensure that MedGlobal staff and partners can contribute to the M&E system.
  4. Take a proactive role in maintaining contact and communications with other MedGlobal program teams to foster cross learning between country teams.

5. Other tasks

  • Ensure compliance to all personal data protection needs when undertaking baseline surveys and end line evaluations including photography and video for any program production and documentation.
  • Strict adherence to MedGlobal ethics policy and pro-actively encourages transparency and openness in all activities. Participate in local and international sector conferences and workshops and compile reports on them as required.
  • Undertake any other duties as commensurate with the role and agree with the line manager.

QUALIFICATIONS AND SKILLS

  • Bachelor degree in Business studies, Social Sciences, Development studies or other relevant fields.
  • Experience 2 – 4 years of working within a project providing deliverables, budgets, timelines and reporting requirements.
  • Experience of working within a multi-disciplinary project team and to liaise with stakeholders.
  • Knowledge of participatory methods, quantitative and qualitative techniques for various assessments/ analysis.
  • Understanding of how to assess M&E tools as suitable for use with vulnerable populations.
  • Strong capacity to manage large quantitative datasets with high levels of accuracy and attention to detail.
  • Good written and spoken English, ability to present arguments in a clear and concise manner.
  • proficiency in Microsoft Office packages and Google suite.
  • Must be Sudanese Nationality.
