Under the supervision of the Education Specialist (P4), the incumbent will be responsible in ensuring the availability of accurate, complete and up-to-date information required for financial and reporting related to programme components. Advise the supervisor on corrective action on discrepancies and improvement of grant management systems. Furthermore, the incumbent will be responsible in ensuring that main corporate documents, such as Annual workplan (AWP), log frames as well as donor presentations are accurate in their financial and administrative data.

How can you make a difference?

1- Monitor the allocation and disbursement of program funds

Monitor the allocation and disbursement of programme funds, making sure that funds are timely and properly disbursed, monitored and liquidated. Develop simple and effective system for informing Programme Officers (POs) and supervisors on expiring funds and disbursement schedules as per donor agreement and conditionality. Track and monitor expenditures against donor conditions and expiry dates developing and/or using various tools such as AWP tracker, PD tracker, individual grant trackers and donor specific tracker for multi-year grants. Develop an effective system that allows for education supply planning, procurement and distribution. Take appropriate recommendations or actions to optimize use of programme funds. Prepare funding gap analysis and update donor/sector contributions to Education.

  • For unearmarked funds nearing expiry date, readjust fund allocations and monitor grants closely to ensure full and timely utilization.
  • Specific to the current economic crisis, monitor exchange rate fluctuations on grants and adjust allocations accordingly. Advise the Section Chief to inform the donor when needed and identify alternative funding sources and/or manage and monitor the utilization of accumulated funds as applicable.
  • Advise the supervisor on corrective action on discrepancies in payments processed and improvement of grant management systems, including initiating reversal of liquidations, changes of funding sources and amendments/extensions to donor agreements when needed and following-up accordingly.
  • Analyze trends in donor funding and fund utilization.

2- Monitor the achievement of results and expenditures

Consolidate POs program analysis and provide substantial background general information on status of education in Sudan. Monitor the achievement of results and expenditures of grants contributing to the enrolment of children into learning opportunities, informing the donor of any deviations and initiating amendments when needed. Provide quality SITREP inputs.

3- Contribute to program reporting, donor proposals and other documentation

Make sure that all education reports and proposals are submitted as per deadlines; Contribute to programme through complete and accurate preparation of programme reports, donor proposals and other documents as required in an analytical manner, supported by evidence and data as possible.

4- Contribute to the preparation of program workplans

Draft or prepare programme work plans as required. Propose and track adjustments/changes in work plans, mid-year and/or progress reviews. Suggest relevant new approaches and practices for improving financial and narrative reporting within the section and across-sectors as appropriate.

5- Contribute to donor partnership meetings

Contribute to donor partnership meetings through accurate tracking and reporting of required financial information in line with program and project objectives.

To qualify as an advocate for every child you will have…

  • A university degree in one of the disciplines relevant to the following areas: Education, Social Science, Economics, or a field relevant to international development.
  • A minimum of two years work experience in a professional capacity in education programme or international development cooperation
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Experience in managing grants or donor funding
  • Fluency in English and Arabic is required.
