Reporting to the MEAL Coordinator, the MEAL Officer is responsible for and contributes to strengthening and ensuring timely data collection, management, and reporting of Projects.

Support the implementation of a MEAL framework:

  • Contribute to the implementation of the WHH MEAL framework
  • Support the MEAL Coordinator to monitor compliance against MEAL requirements set in the project MEAL plan/calendar.
  • Contribute to the development of MEAL capacity through routine updates to the MEAL Expert on key MEAL deliverables.
  • Support the MEAL Coordinator in piloting a cross-MEAL framework applicable to relevant activities. 
  • Support in developing project project-specific MEAL framework that incorporates measurements of the outcomes and the impact of the project, including a learning component.

Routine Monitoring:

  • Plan, train, and lead teams of enumerators responsible for routine data collection 
  • Coordinating and leading surveys throughout the project lifecycle (Baseline, Midterm, and Endline), studies, activity-specific assessments, needs assessment, including finalization of tools through pilot tests.
  • Disseminate research learnings and recommendations to team members, beneficiaries, and other relevant audiences.
  • Provide weekly, monthly, and annual activity progress updates against the set targets and indicators as per the project reporting requirements and whenever requested by the HoP.
  • Lead the review and quality control of the implementing partner’s activities and outputs, and ensure they are delivering as per the indicators and set targets.
  • Build the capacity of the local partner organization through ongoing training and support on: accountability and transparency mechanisms, monitoring tools, and entering program data into databases
  • Take the lead in the project database administration through identifying the project’s information management needs, creating and managing databases to meet those needs, and ensuring that databases operate correctly, database information is secure, and is always updated to enable learning and timely decision making.
  • Maintain up-to-date MEAL files and documents, including accurate data on activity progress.
  • Conduct random on-site monitoring of project deliverables on a regular basis, and report findings to the HoP.
  • Participate in donor and interagency-led assessments and monitoring missions as required.

Accountability and learning:

  • Support implementation of cross-learning and accountability components within the project staff as well as within Welthungerhilfe Sudan. 
  • Promote routine learning by sharing experiences and lessons learnt from monitoring visits and taking the lead in documenting success stories  
  • Conduct a beneficiary satisfaction survey at project sites

Other duties :

  • Support the MEAL Coordinator in providing guidance to project staff in implementing MEAL criteria..
  • Bachelor’s Degree in Degree in Statistics, Quantitative Studies, Monitoring & Evaluation Studies, Development Studies, or any relevant discipline.
  • At least 2 years’ experience in MEL work, 1 year of which should have been at the officer level, is a MUST 
  • 2 years’ experience in MEAL in humanitarian sector projects with the host community, IDPs, and refugees. 
  • Experience with an INGO or NGO at the officer level is strongly preferred. 
  • Experience and knowledge of many of the types of assessments and or DAC standards for results 
  • measurement would be a strong advantage. 
  • Strong computer skills in Microsoft Office applications, especially Word, Excel, PowerPoint, as well as other computer-installed data analysis applications. 
  • Excellent written and spoken English and Arabic skills are a MUST. 
  • Strong organizational and report-writing skills
  • Good knowledge and experience of the Red Sea State and the local context are preferred. 
  • Demonstrated knowledge of applying Do No Harm frameworks concepts and approaches in high-risk security areas is an advantage.
