ORGANIZATIONAL CONTEXT

WFP Sudan Country Office (SDCO) is implementing various engineering projects all around the country (offices, guesthouses, clinics, logistic compounds, roads, etc.). With this aim, an Engineering team has been established to technically support various internal Units and external partners, providing engineering design and review; engineering project management; contract management for construction activities and, more generally, technical support.
The implementation of the various projects requires the presence, at the CO level, of two international engineers: one leading the design team and one leading the construction team.

The Selected candidate will work in the Engineering Unit within the Support Services branch. Reporting to the Head of the Engineering Unit, he/she will manage all aspects of design, construction and contract management.
This position will be based in Khartoum Country Office and requires several missions in the field.

JOB PURPOSE

WFP operates to the highest levels of international construction standards while taking into account local constraints and methods of work.
The main tasks required for this position will be engineering project management, including planning; engineering design; construction procurement processes monitoring; supervision and facilitation of construction activities carried out by cooperating partners and contractors and, more generally, technical support to other WFP programs and operations in Sudan.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Engineer will be responsible for the following duties (not limited to):

  • Provide engineering, project management and administrative services to ensure the quality of the works during design and construction in line with WFP procedures and processes, international (and local) standards and codes and application of best practices, standards and innovative technologies.
  • Contribute to implementing WFP Policies, standards, norms and practices ensuring compliance with broader WFP policies, procedures, guidelines and operations. Apply and implement WFP Construction Manual procedures and processes.
  • Contribute towards the planning of the projects, including identification, technical feasibility and assessment, development and/or review of project proposals, budgets and detailed cost estimation and preparation of work plan.
  • Support Sudan Country Office with the preparation and/or reviews of technical documents for the bidding process, such as Scope of Works, tender packages in FIDIC modality, tender evaluation and contracting and selection of appropriate partners, consultants and firms as per the requirement of the programme and WFP policies.
  • Undertake and/or review preliminary or detailed designs (preparing, writing, assembling drawings, schematics, masterplans, design calculations and reports, and technical specifications).
  • Undertake site visits to project sites and conduct technical assessments according to specifications and areas mentioned in the Project description.
  • Monitor the construction projects for quality and timely implementation and track the progress against the contract and agreed-on work plan and take appropriate remedial measures; this includes drafting the weekly reports.
  • Conduct regular field visits and collate data and contribute to the preparation of accurate and timely reporting on outputs. Review monthly reports of infrastructure projects, including review and clearance of monthly or progress payments.
  • Overview of construction works, programming, coordination and managing contractual matters.  
  • Coordinate and provide the required support to the WFP Area/Filed offices and relevant units of WFP Sudan, such as programme, finance, partnership and procurement for quality implementation of the programme through a coordinated approach.
  • Liaise with internal and external stakeholders of the organization, including the relevant ministries and involved authorities. Attend meetings and prepare and review reports, minutes and correspondence.
  • Establish and maintain partnerships with internal and external clients to meet clients’ expectations effectively.
  • Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
  • Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
  • Build the capacity of engineering teams to facilitate continued development and high performance.
  • Any other duties assigned as per the requirement of the Head of Engineering Unit.

STANDARD MINIMUM QUALIFICATIONS

Education
Advanced University degree in Civil Engineering or related Engineering/Architectural discipline, or First University degree with additional years or experience and/or advanced training/courses. 
Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority

Work Experience
Minimum five years of post-graduate professional experience relevant to the assignment. Exposure to the International environment and complex operations.
Preferable experience working in the Humanitarian Community.

Knowledge & Skills 
Good communication and coordination skills.
Knowledge and/or experience in engineering design and/or works supervision.
Good knowledge of AutoCAD 2D and Office package.

Languages
Fluency (level C) English Language both oral and written. Arabic an Asset
