Give support to external engagement, administrative work and to the coordination team in obtaining working/travel permits, as well as all official contacts, procedures and movement of goods, according to local and international laws and MSF procedures, in order to ensure the smooth running of MSF activities in Gedaref state.

  • Ensure timely application/obtainment of travel permits for all staff and goods in compliance with local/international laws and MSF procedures.
  • Ensure timely application of project corresponding letters and documents with local authorities in Gedaref state. 
  • Maintain updated records of legal/administrative procedures and inform relevant departments (e.g., HR) of changes.
  • Manage movement procedures for project goods, coordinating with Logistic team to ensure compliance.
  • Track cargo clearances and communicate planned/extraordinary needs proactively.
  • Establish/maintain professional contacts with local authorities, security actors, and international and national humanitarian actors.
  • Arrange and attend administrative meetings on behalf of the Project Coordinator when needed.
  • Ensure all MSF activities adhere to local laws, Technical Agreement (TA) and Memorandums of Understanding (MoUs), and MSF principles.
  • Flag legal/local procedures-related risks and uphold zero-tolerance for illicit payments to authorities/individuals.
  • Maintain updated project contact list, engagement book, others. 
  • provide updates on security and humanitarian activities in Gedaref state. 
  • Support timely submission of reports to authorities (e.g., SMoH, CoR, HAC).
  • Conduct stakeholder mapping and maintain dynamic contact lists for local authorities, NGOs, and community leaders.
  • Share bi-weekly and monthly updates on administrative engagements and contextual developments.
  • Develop/maintain a digital tracking system for travel permits, providing weekly status updates to project teams.
  • Support CoC briefings for new/existing staff and promote compliance through posters/reminders in offices/guesthouses.
  • Support HR in reinforcing ethical standards during daily operations.
  • Rapidly adjust to evolving procedures (e.g., during cholera/IDP and refugees’ movements/emergencies) and represent MSF in unplanned external meetings.
  • Assist HR/Finance teams with translations, administrative tasks, and inter-departmental coordination as needed.
  • Cultivate trust with Sudanese authorities to navigate bureaucratic challenges and expedite processes.
  • Leverage cultural fluency to mediate sensitive negotiations

Education: Desirable administrative, communication, humanitarian related diploma.

Experience: Essential previous working experience of at least two years in relevant jobs.

Desirable experience in MSF or other NGOs.

Languages: Essential local language and English. 

Knowledge: Essential computer literacy (word,excel, internet).
