Job Purpose:

As a Technology Strategy and Governance Manager, you will report to the Director of Technology Strategy and PMO. On behalf of the CTO and Technology Management, you will handle developing, managing, communicating, and embedding the Technology Strategy, ensuring that the Strategy is followed, planning, and managing Technology Finances, and developing and managing Technology Governance, Risks, and Compliance. This is to ensure maximum alignment and maximum value from the Technology Department towards the Zain Sudan organization.



Technology Strategy Development and Management


•Technology Strategy Development and Management
• Develop and communicate a Technology Vision, Mission, Goals, and 3–5-year Objectives aligned with local strategy, key stakeholders, market trends, and Zain Group Digital Transformation.
• Detail the future required state, including KPIs and OKRs, considering vendor roadmaps, technology trends, and standards.
• Document capabilities needed for the strategic outcome, assess current capabilities and identify gaps.
• Define a portfolio of initiatives/resources, collaborating with various functions and key vendors.
• Model and visualize initiatives as a roadmap for Technology Management collaboration and prioritization.
• Collaborate with Technology PMO, Planning, Development, and Key Vendors to create a 3-5 Year Portfolio.
• Establish a Governance Body to evaluate, steer, and ensure value realization of the Technology Strategy.
• Develop strategic guidelines and standards for technology adoption aligned with subject matters, vendors, best practices, and trends.
• Stay informed on technology trends and promote their adoption in alignment with our Strategic Objectives.
• Report strategic achievements and progress to Zain Local or Group Senior Management on behalf of the CTO and Technology Management.

Technology Financial Planning and Management


• Develop and align Technology Vision, Mission, Goals, and 3–5-year Objectives with local strategy, stakeholders, market trends, and Zain Group Digital Transformation.
• Detail Future State, KPIs, and OKRs for 3-5 Year Objectives, considering vendor roadmaps, tech trends, and standards.
• Establish, define, and document required capabilities, assessing gaps between current and target capabilities.
• Define a portfolio of initiatives/resources, including people skills, structure, processes, and data/tech initiatives, in coordination with key functions, vendors, and best practices.
• Model and visualize initiatives as a roadmap for collaboration among Technology Management.
• Collaborate with Technology PMO, Planning, Development, and Key Vendors to organize roadmap initiatives into a 3-5 Year Portfolio.
• Form a Governance Body to evaluate, steer, and ensure value realization of the Technology Strategy.
• Develop Strategic Guidelines and Standards for technology adoption in line with subject matters, vendors, and trends.
• Track innovation and tech trends, promoting their adoption aligned with Strategic Objectives.
• Report strategic achievements to Zain Local or Group Senior Management on behalf of the CTO and Technology Management.

Technology Governance and Risk Development and Management

• Collaborate with Management and CTO for the future Governance Model aligned with 3-5 years of Objectives.
• Analyze inputs for gaps in the current model, including Processes, Structure, Information, Skills, and Trends.
• Document Governance and Management Objectives to achieve Goals, Strategic Objectives, and Security.
• Lead the design process, defining Processes, Structure, Principles, and automation.
• Design KPIs/OKRs for Monitoring and Reporting on Governance System effectiveness.
• Assist in establishing Governance Bodies for Directing and Evaluating adoption.
• Maintain Technology Risk Management Framework for Policy, Process, Risk Register, and Improvement Plans.

Compliance – Internal Audit and External ISO certification audits

• Negotiate audit details on behalf of the CTO, defining Agenda, Objectives, Scope, and Calendar.
• Collaborate with Internal and External ISO Audit Teams to support technology teams.
• Ensure closure of audit findings aligning with ISO standards and Group Governance Requirements.
• Utilize audits for performance improvement and Technology Governance Framework maturity.
• Assist in establishing Governance Bodies for Operationalizing “Governance, Risk, and Compliance.”
• Create a database for storing audit reports and remediation status, with a tech-driven dashboard for visual updates.
Compliance – External Rules and Regulations
• Collaborate with the Regulatory Team to understand Telecom Sector Laws and Regulations.
• Educate Technology Management and Team on license Terms, Rights, and Obligations to TPRA.
• Inform about new regulations, and risks of non-compliance, and ensure adherence.
• Assure Technology Team’s compliance with TPRA Rules and Obligations.
• Represent Technology Management in official meetings with regulatory entities.
• Create a database for storing regulations, laws, licenses, and terms for future reference.


 

Typical Performance Measures:

Communicate and explain the Technology Mission, Vision, and Objectives to the Team.
• Articulate Future 3-5 Years Strategic State with approved KPIs/OKRs by Technology Management.
• Identify required capabilities, assess gaps, and integrate a roadmap into Change Management.
• Form and Operate annual Technology Financial Plans, including Business Plan, Capex, and Opex.
• Implement Target Governance Models for Strategic, Security, Operational, and Compliance Objectives.
• Enhance awareness of Local Regulator Rules, reducing non-compliance risks with proactive action plans.
• Achieve Zero High Audit findings and address Medium/Low findings in Quarterly Board meetings.
• Address internal and external audit findings for performance improvement.
• Utilize technological solutions for automated tracking, reporting, closure, and archiving of Technology findings.
• Establish and utilize Technology Risk Framework on Strategic, Portfolio, and Program levels.

• Manages Two Functions: Technology Strategy and Financial Planning, Technology GRC.
• Handles Technology Strategy, Financial Planning, Governance, Risk, and Compliance.
• Responsible for Strategy Setting, BP, Capex/Opex Planning, Governance, Risk Management, and Compliance.
• Collaborates with Technology Management, Enterprise Architecture, PMO, Contracts, Vendors, Strategy, Finance, Internal Audit, ERM, Regulatory, Local Regulator (TPRA).
 

PERSON SPECIFICATION

Qualifications/Experience:
• Bachelor’s degree or higher in a relevant engineering or IT field.
• MBA or post-graduate business qualification preferred.
• Minimum 6 years of experience, with at least 3 in relevant domains with team management.
• Telecom/ICT Strategy, Planning, and Governance background required.
• Experience using COBIT for Information and Technology Governance is highly preferable.
• Strong communication, leadership, negotiation, and influencing skills.
• Professional Certificates in IT Governance, Portfolio Management, Program Management, IT Service Management, Information Security, Compliance, ISO, and Risk Management are highly preferred.
Knowledge:
• Portfolio and Program Management Best Practices.
• Strategic Analysis (SWOT) and Capability Maturity Assessment (CMMI, P3M3) tools.
• Budgeting and Financial Planning for telecom operators.
• Strategy formation practices and methodologies.
• Information and Technology Governance using COBIT 5/COBIT 19.
• ISO 27001 for Information Security Management Systems.
• TM Forum Frameworx Reference Model (eTOM, TAM, SID, OpenAPI).
